Retrenchees Advised to Seek Intervention through an MP Efforts to retain the 200 have failed Nine divisions affected by the retrenchment After filing a petition with Parliament through their union following failure of their efforts to seek alternative ways to retrenchment, 200 retrenchees of Botswana Telecommunications Corporation (BTC) have been advised to see an MP of their choice to bring the matter to the National Assembly. The 200 have been on garden leave until their retrenchment took effect on 9 December (today). [ihc-hide-content ihc_mb_type="show" ihc_mb_who="1,3,2,4" ihc_mb_template="3" ] A 5 December letter signed by Linchwe Tlhowe of the National Assembly to the president of Botswana Telecommunications Employees Union, Kewetse Busumane, states: “Pursuant to standing Order 35.2 of the Parliament of Botswana, your request can only be done on your behalf by a Member of Parliament you may choose or have chosen. “You are advised further that the petition must be laid before the Clerk of the National Assembly and a clear day should pass before it could be presented to the Speaker of the National Assembly in order for it to be considered tabling before the House.” A letter from BTC’s Head of Human Resources, Mmamotse Wilkinson, to some of the retrenches, also dated 5 December 2022, states: “A decision has been taken to grant you Garden Leave with immediate effect. You will be paid your basic salary and benefits up to and including the 9 th December 2022. “You will be expected to be available during this period and when required until after the 9 th December 2022 which is the official termination date of the exit pool.” A garden leave is the practice where an employee leaving a job – having resigned or otherwise had their employment terminated – is instructed to stay away from work during the notice period while remaining on the payroll. Wilkinson informed BOTEU by a letter dated 1 st December: “The number of employees falling within the Union Bargaining Unit that form part of the exit pool is 200.” She told the union that the period of job search by BTC as part of the restructuring exercise had started on 7 October 2022 and elapsed on 16 November 2022. “Employees that formed part of the redundancy pool were given an opportunity for a five (5) week job search and those that were successful have since been placed in the new organisational structure.” She added that employees who were not successful in looking for a place within the new structure formed the exit pool. “It is (against) the backdrop of the above that Management has made a decision to release employees in the exit pool on 9 th December 2022,” she said. According to Wilkinson the affected employees “formed part of the redundancy pool following the development of the new BTC (“To Be”) organisational structure”. “Subsequent to that, you were then given an opportunity to look for possible placement into the “To Be” structure through a process of a five (5) weeks period for job search which elapsed on the 16 th November 2022,” she said. “I regret to inform you that the company is unable to retain your services as you have not been placed in any position in the new organisational structure.” The affected employees are from the Information Systems, Consumer Sales, Enterprise Sales, Marketing, Mobile Financial Services, Risk & Internal Audit, Security Services, Service Quality, Finance and Technology divisions.
