For many people, conversations about culture are social, while those about diplomacy sit in the weighted realm of politics. Even though both are social creations, culture is often perceived to be more amorphous and timeless. As such, when the collective gaze is turned to cultural diplomacy, you often have two courts: one that says it’s a passing phase, and one that acknowledges the boundless role of soft power.
As a country, Botswana’s legacy continues to exist as a tug of war between these two parties.
