* DPS accused of meddling; Board Directors ‘sabotage’ Interim CEO A toxic power struggle has gripped the National Arts Council of Botswana (NACB), where Interim CEO Otsetswe Koboyankwe is allegedly facing sabotage from two of her senior staff, as boardroom infighting and insubordination threaten to cripple the council’s operations. Koboyankwe, who assumed the acting CEO role in November last year, has faced what insiders describe as a calculated campaign of resistance. The two directors under her supervision are alleged to have openly defied instructions and stalled key management processes, leaving the council in operational limbo. The two directors responsible for critical departments within the council, allegedly defied the Acting CEO and consistently refused to compile critical reports. Sources say the omission amounts to insubordination and a deliberate attempt to undermine her authority. The NACB declined to comment on the matter. The tension is reportedly compounded by interference from some board members and the Deputy Permanent Secretary (DPS) in the Ministry of Sports and Arts, who are accused of tacitly supporting the defiant staff. The friction has slowed decision-making and undermined the council’s ability to deliver on its mandate. One of the directors’ portfolios includes policy formulation within the council. Allegedly, she also failed to perform these duties when instructed by the interim CEO, which insiders say amounts to underperformance and insubordination. According to sources, the acting CEO escalated the matter to the board of directors, complaining about underperformance and insubordination. Under the NACB policy, the CEO cannot take any action against directors without board sanction. After emailing the board for intervention, the NACB HR Committee was supposed to handle the matter, but Tebatso Hule, the Chairperson of the HR Committee allegedly stalled and took no action. The Business Weekly & Review has established that one of the insubordinate directors is close to Tebogo Matebesi, the Deputy Permanent Secretary in the Ministry of Sports and Arts, who also sits on the NACB board. Matebesi was recently seen dining with the director, who is currently facing disciplinary action. The publication asked Matebesi whether it was appropriate for a board member to meet socially with a manager accused of sabotaging the council and whether he had blocked disciplinary efforts. Matebesi declined to answer media questions and referred the publication to the interim CEO. Asked about allegations of insubordination at NACB, Minister of Sports and Arts Jacob Kelebeng said he was unaware but noted that NACB has internal governance and disciplinary mechanisms to address issues. When pressed on whether he knew of any interference by the DPS, he maintained that he was not aware and reiterated that NACB has proper mechanisms in place. Meanwhile, the board has reportedly approved the suspension of one director pending disciplinary action, while the case against the other remains with the board.
