New Diamond Deal Laid Bare 

The profit share from diamonds sold was on the basis of a skewed ratio of 81:19 for the Government of Botswana and De Beers respectively. Botswana considered this flawed because it included taxes and royalties while the government also contributed to capital expenditure at Debswana. While minerals minister Lefoko Moagi was not very forthcoming on this crucial point, the ratio is likely to be reviewed in Botswana’s favour when the agreement is concretised. Another milestone for Botswana is that whenever special diamonds are discovered, the Government and De Beers will jointly find the person to cut and polish the special stones that the country has become famous for and accordingly also receive revenue from them

The Minister of Minerals and Energy, Lefoko Moagi, said in answer to questions at a press briefing to apprise the fourth estate of the sale and mining agreements between the Government of Botswana and De Beers in Gaborone on Thursday this week: “We had wanted a much shorter period.”

The questions from The Business Weekly & Review sought to understand from the minister why implementation of the 50 percent allocation of supply of diamonds to Okavango Diamond Company (ODC) is to be staggered over 10 years.
