Finance Minister Ndaba Gaolathe is confronting Botswana’s first major diamond downturn in more than two decades without the fiscal reserves that allowed previous governments to cushion earlier economic shocks.
According to the World Bank, years of budget deficits have significantly eroded those financial buffers, leaving the government with limited room to absorb a prolonged weakness in the diamond market.
