Botswana&#8217;s Household Debt: A Lifeline, A Leash, &#8211; and An Untapped Opportunity

In Botswana’s growing suburbs, where new roofs shimmer against the Kalahari light, the hum of home construction tells a story about aspiration — and its cost. By the end of 2024, Botswana’s households owed P68.6 billion, or 26 percent of GDP, according to the Bank of Botswana’s 2024/25 Household Indebtedness Survey. At first glance, that might sound ominous. But in finance, it places Botswana near the lower end of the spectrum. South Africa’s household debt-to-GDP ratio stands at 33.7 percent, Mauritius' at 37.7 percent, and many developed economies exceed 50 percent. “A 26 percent ratio is not a crisis,” one senior central bank economist noted privately. “It signals underdeveloped financial inclusion — many households remain outside formal credit channels.” In other words, the issue is not too much borrowing, but too little access. Botswana’s households are still under-leveraged relative to the economy’s size — a symptom of shallow financial participation that constrains both household welfare and domestic demand. The challenge for policymakers is how to expand access responsibly, deepening financial inclusion while protecting stability through disciplined, risk-managed lending. Credit deepening, with caution Commercial banks hold 87 percent of household debt, with micro-lenders (12 percent) and hire-purchase firms (1 percent) filling the rest. Beneath those figures lies a changing credit landscape. Micro-lenders, who cater to lower-income borrowers, show the highest debt-to-income (DTI) and debt-service-to-income (DSTI) ratios — 60.4 percent and 64.4 percent, respectively — far above banks’ averages of 48 percent and 54.6 percent. These elevated levels highlight the pressure on those least able to absorb shocks. Mortgages tell a more nuanced story. Loan-to-value (LTV) ratios in Gaborone have surged to 86.2 percent, compared with 74.7 percent elsewhere. Rising LTVs point to greater leverage but also signal pent-up housing demand. Economists argue that if mortgage lending expands under proper regulation, it could enhance household wealth creation through homeownership — provided risks are well managed through prudent DTI/DSTI limits and robust borrower assessments. A gendered rebalancing One striking finding in the survey is gendered: women are borrowing more, and borrowing bigger. Between 2022/23 and 2024/25, women’s average bank loan size rose by 33 percent, overtaking men for the first time. The trend reflects faster female earnings growth, rising workforce participation, and widening access to structured credit. Still, men account for 56 percent of total lending, and the 36–49-year-old age group remains the most active. But the shift suggests evolving gender dynamics in finance, bringing more balanced household decision-making and potentially more stable repayment behaviour. The public-sector cushion, and its fragility Botswana’s credit architecture remains anchored in the public sector. Roughly 64 percent of bank loans go to government employees through deduction-from-source schemes, where repayments are automatically deducted from salaries. These “scheme loans” now make up 63 percent of all bank credit, up from 51.5 percent a year earlier. While this model reduces default risk, it also concentrates exposure: if fiscal tightening or payroll delays occur, ripple effects could spread quickly across the credit system. Diversifying access beyond the public sector is therefore essential for balanced growth. The price of borrowing Even in an accommodative policy environment, the cost of credit continues to climb. Average unsecured lending rates rose from 12.9 percent to 13.5 percent; meanwhile, maximum rates on credit cards jumped to 36 percent and on unsecured loans to 25.5 percent. Loan sizes also ballooned at both ends of the income spectrum — up 230 percent for households earning under P3,000, and 119 percent for those above P50,000. It’s a dual reality: poorer households borrow out of need, while higher-income families leverage for property or investment. Deepening access through structural reform Policymakers and analysts agree that the next phase of inclusion cannot rely on interest rates alone — it must tackle structural barriers. One critical area is land tenure reform. Much of Botswana’s rural and peri-urban land cannot be used as mortgage collateral because it lacks registered title deeds. “Allowing village and rural plots to be formally titled would unlock a new class of mortgage-eligible borrowers,” the report notes, “transforming dormant land assets into productive collateral.” Coupled with stronger financial education and transparent credit reporting, such reforms could expand access without compromising sustainability, linking household credit growth to real asset creation rather than consumption alone. Outlook: Inclusion, prudence, and the fine balance Heading into 2025, the Ministry of Finance projects a 0.4 percent economic contraction, as liquidity remains tight and diamond exports lag. Yet the country’s low debt-to-GDP ratio offers space to grow responsibly. The Financial Stability Council is expected to refine macro-prudential tools, adjusting DTI, DSTI, and LTV thresholds to reflect evolving risks, while the Bank of Botswana continues providing liquidity support through longer repo maturities and a zero reserve requirement. If managed wisely, Botswana can turn its modest debt ratio from a warning light into a growth lever — broadening financial inclusion, boosting homeownership, and enhancing household welfare under a disciplined regulatory framework. The bottom line Botswana’s household debt tells a dual story: of vulnerability and of potential. At 26 percent of GDP, it reflects not over-indulgence but under-inclusion. The goal now is not to reduce borrowing, but to make it smarter, safer, and more widely shared. In a country where land is abundant but titled property scarce, where women are rising as borrowers and breadwinners, and where households still borrow to breathe, the next chapter of financial deepening could turn debt from a leash into a ladder.
