Botswana is doubling down on its ambition to move up the mineral value chain with the Mines and Minerals (Amendment) Act, 2024, now in effect. The new law requires mineral rights holders to beneficiate minerals locally “where feasible.”

The move signals a shift from Botswana’s long-standing role as a producer of raw minerals to one that also manufactures, refines, and creates jobs. While the country’s diamond beneficiation success has shown what’s possible, replicating that model across other minerals will require a stronger industrial base, skilled workforce, and improved infrastructure.
