Europe emerges as top market for Botswana vegetable exports

Europe has emerged as the most lucrative untapped market for Botswana’s horticultural exports, with an estimated $750 million in unrealised export potential across 194 product–market combinations in the European Union. Research by the Botswana Investment and Trade Centre (BITC) shows that the opportunity in Europe dwarfs prospects in Asia, estimated at $512 million, and North America at $130.1 million. The findings were presented by Calvin Ketshabetswe, Export Promotion Manager at BITC, during the Horticulture SMME Export Awareness Workshop hosted by the Local Enterprise Authority. According to BITC, Europe offers the greatest scope to increase vegetable export earnings using crops that are already part of Botswana’s agricultural base but have not yet been supplied at scale. The largest untapped value lies in expanding exports of existing crops such as beans, peas, chickpeas and cowpeas, as well as oil seeds like sunflower and sugar beet, into European markets where demand is strong and consistent. The 194 viable product–market pairings indicate that the opportunity is spread across multiple European countries rather than concentrated in a single destination, reducing market risk and enabling exporters to target different niches. By contrast, some newer or less-established export products show stronger potential in Asia. However, for horticultural products already produced in commercial quantities, Europe stands out as the most significant underexploited destination. Ketshabetswe said the gap between current export levels and estimated demand suggests Botswana has yet to fully penetrate European supply chains, despite clear market space for its produce. Europe’s seasonal supply gaps provide an added advantage. During the Northern Hemisphere winter, domestic production declines due to cold and frost, increasing demand for tropical and subtropical vegetables. Botswana can position itself to supply fresh produce during these counter-seasonal windows, when prices and margins are typically higher. Major importers, including the European Union and the United States, rely on Southern Hemisphere suppliers to bridge these gaps, sourcing citrus, grapes, avocados, mangoes, berries and vegetables such as tomatoes, onions and potatoes. Sub-Saharan Africa’s horticultural exports are projected to reach about $20.5 billion in 2025, growing at a compound annual rate of 2.85 percent through 2029. Within Europe, the Netherlands and Belgium are viewed as medium-risk, high-return entry points for Botswana’s vegetable exports. Demand is strongest for niche, high-quality products such as baby vegetables, fine beans, specialty herbs, chilies and premium butternut squash. Counter-seasonal supply remains the main driver of demand, while organic certification and consistent quality standards enable exporters to command price premiums. BITC projects growth in this segment of between 3 and 5 percent by 2026. European buyers may also pay premiums for produce that demonstrates sustainability, social impact and traceability. Climate-smart and water-efficient farming, low-waste production and women’s empowerment initiatives enhance product appeal. Clear traceability from farm to packhouse is essential for compliance with standards such as GLOBALG.A.P. and organic certification. Value addition — including washing, trimming, pre-packing and minimal processing — can further improve margins compared with bulk shipments. The Ministry of Trade and Industry said Botswana is strategically positioned to leverage trade agreements within the Southern African Development Community framework. The SADC-EU Economic Partnership Agreement provides preferential access for Botswana’s horticultural exports to EU markets. According to Seloinyana Selelo, Chief Trade Officer at the ministry, the EU’s consumer base of 508 million people underscores the scale of the opportunity. However, the same attributes that make Europe attractive also pose challenges. Meeting stringent standards for quality, traceability and ethical production is complex. Infrastructure gaps, particularly in water supply and cold-chain facilities, contribute to post-harvest losses estimated at between 20 and 40 percent, limiting the competitiveness of small and medium-scale farmers in high-value markets. Phytosanitary compliance is another critical hurdle. European markets require strict certification, and non-compliance can block access. The government is addressing this by introducing electronic phytosanitary certificates (e-phyto) through the Department of Plant Protection, supported by a technical working group to improve export readiness. Thato Jensen, caretaker CEO of the Local Enterprise Authority, said export readiness requires more than good farming practices. “It demands standards compliance, certifications, logistics efficiency, working capital and market intelligence,” he said. “Opportunity alone is not enough; capability and readiness are essential.”
